Department of Education’s Office for Civil Rights had contacted the school that week about the investigation.A copy of the letter from the Office for Civil Rights was not made public, but Lyons wrote that it indicates a USD student had filed a complaint alleging that the university “failed to provide a prompt and equitable resolution to a sexual assault complaint.”Lyons did not indicate when the complaint was filed or when the assault occurred.“We take this complaint — and all reports of sexual violence — very seriously, and we will fully cooperate with the investigation,” Lyons wrote.It was written after exhaustive research by Pulitzer-prize winning biographer David Garrow, and also reveals how he asked another woman to marry him – and continued a relationship with her while dating Michelle, before she became his wife.
